赵宝平，字散石，号天柱山人、含道山房主人、集虚斋主人、七竹堂主人，祖籍山东省平度市。1960年生于辽宁省大连市。1984年7月毕业于鲁迅美术学院中国画系，获文学学士学位，1987年7月毕业于鲁迅美术学院中国画系，获文学硕士学位。
鲁迅美术学院教授，中国画系主任，中国画系书法学专业主任，中国画专业、书法学专业研究生导师，中国美术家协会会员，中国书法家协会会员，辽宁省美术家协会副主席，辽宁湖社书画研究会会长，辽宁省普通高等院校专业带头人，辽宁省艺术系列美术专业高级评委会评委，辽宁省非物质文化遗产保护工作专家委员会成员，中国周易学会常务理事，辽宁省书法家协会理事。出版专著七部，主编教材九部，发表论文十余篇，入编画集二十余部。作品分别参加第六、八、十一届全国美展及国内外重要展览。

2013年 建立中国画系书法专业，兼任书法专业主任、教学主持；主编《中国高等美术院校国画名家教学画稿——写意花鸟》、《文人、文化、文人画》（辽宁美术出版社出版）；

2008年 《赵宝平书道作品集》日本?书道研究一穗会编集、发行；《赵宝平素描集》（中国美术出版总社、人民美术出版社、辽宁美术出版社联合出版）；中国画《英烈千秋》（合作）获“百年中华英烈颂”艺术大展特别奖，并被中国军事博物馆收藏；

2004年 中国画《悠悠叶尔乌河》入选第八届全国美展；
2003年 Chinese painting The Leisure River of Yeau was selected into The 8th National Exhibition of Fine Arts;
2002年 中国画《打回老家去》（合作）获“纪念九?一八事变60周年中国画展”银奖；
